Serious and Violent Offender Reentry

The Connecticut Department of Mental Health and Addiction Services
(DMHAS) will work with the Department of Correction, the Judicial
Branch’s Court Support Services Division–Probation, the Board of
Parole, and the Connecticut Employment and Training Commission–State
Workforce Investment Board to implement the Connecticut Reentry
Program (CRP). CRP will provide intensive case management services
to 120 serious and violent offenders ages 18–34 returning to the
Hartford, New Haven, and Bridgeport communities. The project will
emphasize serious and violent offenders who are homeless or at
imminent risk of homelessness upon release. CRP will expand culturally
appropriate intensive case management and integrate mental health
and substance abuse treatment services for recently released men
and women who have significant mental health and co-occurring substance
use disorders. DMHAS will hire a full-time project manager, three
full-time case managers, and three full-time vocational specialists
to help implement this program. For more

The Advanced Re-Entry Program, developed by the Middlesex County
(CT) Chamber of Commerce, is free for anyone who needs training
in advanced modern office skills (including Microsoft Access, Microsoft
PowerPoint, Advanced Excel, and business communications) and career
counseling. The program includes preparation for employment opportunities,
such as résumé development, interviewing techniques,
business etiquette, and budgeting, which are provided by the job
placement coordinator. The goal of the training program is to expand
and upgrade the modern office technology skills of individuals
who desire to work in business or industry.

Community Partners in Action, created in 1875, is a nonprofit
agency that builds community by providing services that promote
accountability, dignity, and restoration for people affected by
the criminal justice system. CPA’s work includes community corrections
in Alternative and Day Incarceration Centers, substance abuse services,
the Family Reunification Program, transitional housing, the Resettlement
Program for soon-to-be released inmates, the Young Offender Program,
the Work Release Program, juvenile detention, community services
through the community court, pretrial services, Beyond Fear HIV/AIDS
education within the prison system, the Transitional Linkage to
the Community for soon-to-be released inmates living with HIV/AIDS,
substance abuse and mental health services for people living with
HIV/AIDS in the community, Coalition Employment Services, the Hartford
[CT] Area Mediation Project, and an arts program and recreational
services within community corrections statewide.

Established as a nonprofit service organization to pioneer and
research offender-specific family programming, Family ReEntry enables
referrals from all components of the criminal justice system to
establish the positive relationships that reduce community dependency
and crime.

Saint Francis Care Behavioral Health programs provide the broadest
range of behavioral health services in the State of Connecticut.
These services include inpatient treatment for children, adolescents,
adults, and older adults with psychiatric, dual diagnosis, and
chemical dependency disorders and specialty programs for individuals
with post-traumatic stress disorders. Specialized residential care
is available for children and adolescents on the Portland [CT]
Campus. To supplement the full range of programs in Portland and
Hartford, St. Francis also provides community-based programs for
all ages and behavioral health diagnoses in Ansonia, Clinton, Groton,
Manchester, Meriden, Norwich, Southington, and West Hartford. Comprehensive
traditional and specialty outpatient services, special education
school programs and consultation services to schools, community
agencies, and private practitioners may be accessed through these
programs.
