The District of Columbia’s Department of Health and Human Services, in cooperation with the Children’s Trust Neighborhood Initiative, coordinates Operation Total Life Change (TLC), an intensively supervised reentry program for youth recently released from Oak Hill Youth Center. Operation TLC complements current aftercare programs that monitor individuals through curfews, drug tests, and electronic monitoring. Participation in the program begins 1 month before the offender is released and creates family and mentor networks intended to discourage offenders from returning to behaviors that led to incarceration
