Serious and Violent Offender Reentry

District of Columbia—Justice Grant Administration (Amount: $1,999,997*)
The District of Columbia will implement a comprehensive reentry
program for high-risk juvenile offenders ages 14–17 and adult offenders
ages 18–35. The District’s Court Services and Offender Supervision
Agency will partner with federal and local government agencies
including the Federal Bureau of Prisons, the Department of Corrections,
the Department of Human Services Youth Services Administration,
and several local community-based organizations to provide reintegration
services both during and after incarceration. These services will
include transitional housing assistance, employment training, job
placement, intensive case management, supervision, life skills
training, mentoring, individual and family counseling, community
support services, family support services, substance abuse treatment,
mental health services, and medical services.

Conquest Offender Reintegration Ministries, located in Washington,
DC, is a faith-based criminal justice ministry founded in December
1995. It responds to the needs of ex-offenders and at-risk youth
and helps prevent crime and reduce recidivism by providing support
services such as transitional housing, aftercare centers, youth
mentoring, and afterschool activities.

The District of Columbia’s Department of Health and Human Services,
in cooperation with the Children’s Trust Neighborhood Initiative,
coordinates Operation Total Life Change (TLC), an intensively supervised
reentry program for youth recently released from Oak Hill Youth
Center. Operation TLC complements current aftercare programs that
monitor individuals through curfews, drug tests, and electronic
monitoring. Participation in the program begins 1 month before
the offender is released and creates family and mentor networks
intended to discourage offenders from returning to behaviors that
led to incarceration
