Iowa Department of Corrections (Amount: $2,000,000*)
The Iowa Department of Corrections will target offenders ages
15–35 who are returning to Polk County in the Fifth Judicial District.
Through the Iowa Going Home Project, the department will partner
with various service agencies to address recidivism, substance
abuse, and physical and mental health issues and to support workforce
participation, housing, family reunification, faith-based support,
and mentoring.

Listing Offenders Currently Under Probation or Parole (LOC-UPP)

The Sixth Judicial District Department of Correctional Services
in Cedar Rapids has implemented a program to provide enhanced supervision
for high-risk probationers and parolees. The Listing Offenders
Currently Under Probation or Parole (LOC-UPP) program is designed
to identify offenders who present the greatest risk of violating
their supervision and then to increase supervision for these offenders.
The program is a part of the District’s reentry and reintegration
process. Under the LOC-UPP program, criteria have been identified
to select those who will receive higher levels of supervision.
Those on the LOC-UPP list will be monitored more closely by correctional
services employees and law enforcement officers. They will have
added supervision conditions, including curfews from 10 p.m. to
6 a.m., being prohibited from frequenting bars or taverns, and
being subject to unannounced searches. When one of these offenders
is found to have committed a violation, his or her case will be
referred for immediate revocation proceedings. If there is evidence
of a new criminal violation, the evidence will be referred to the
Linn County Attorney’s Office or the United States Attorney’s Office
for prosecution consideration. The LOC-UPP program will provide
additional resources to address violations by the highest risk
offenders. The Department of Correctional Services’ High Risk Unit
will step up its efforts to supervise those on the list. In addition,
local law enforcement officers will be provided with the list.
Officers will be able to provide extra surveillance for listed
offenders and will be able to refer violations directly to the
High Risk Unit for the filing of revocation proceedings. There
also is a formal process for evaluating new criminal conduct to
determine if there should be a referral to the Linn County Attorney’s
Office or the United States Attorney’s Office for the filing of
new criminal charges. The two prosecutors’ offices will work together
to coordinate their responses to criminal referrals.
