Pennsylvania Department of Corrections (Amount: $1,990,990*)
The Pennsylvania Department of Corrections will target offenders
ages 14–35, primarily from Erie County. Pennsylvania’s reentry
program will include services such as community correction centers,
employment training, educational services, substance abuse treatment,
mental health treatment, medical services, restitution, housing
assistance, community support services, life skills training, family
support and reunification services, intensive postrelease supervision,
and case management.

BARJ Program Information in Pennsylvania
Continuing high rates of violent juvenile crime have raised concerns
about the effectiveness of juvenile justice system intervention.
In response to these concerns, the Pennsylvania General Assembly
passed Act 33 of Special Session No. 1 in November 1995. Act 33
amended Pennsylvania’s Juvenile Act to provide that, consistent
with the protection of the public interest, the purpose/mission
of the juvenile justice system is "to provide for children
committing delinquent acts programs of supervision, care and rehabilitation
which provide balanced attention to the protection of the community,
the imposition of accountability for offenses committed and the
development of competencies to enable children to become responsible
and productive members of the community." The new purpose
clause in Pennsylvania’s Juvenile Act is based on the concept that
the juvenile justice system’s clients include the victim, the community,
and the offender and that each should receive balanced attention
and gain tangible benefits from its interactions with Pennsylvania’s
juvenile justice system. This concept requires the system to address
goals regarding community protection, offender accountability,
and the development of competencies in each case and to seek system
balance through the allocation of resources necessary to achieve
the goals associated with each client.
