Serious and Violent Offender Reentry Initiative Grantee

Texas Department of Criminal Justice (Amount: $1,940,963*)

The Texas Department of Criminal Justice plans to target offenders housed in administrative segregation, a nonpunitive separation of offenders deemed dangerous to other offenders, staff, or themselves. Offenders assigned to administrative segregation are confined to their cells for the majority of the day, only leaving for showers and up to 1 hour of recreation per day. Currently these offenders are ineligible for programmatic activity. The reentry program will develop specific programming both in the institution and community setting to assist these offenders in obtaining and retaining long-term employment and jobs that pay livable wages, obtaining and maintaining a stable residence, establishing and maintaining positive family participation, and maintaining law-abiding behavior. The program will also provide specialized training to Institutional Division and Parole Division staff on interventions that use best practices in working with administratively segregated, violent, and gang-oriented offenders. The participating offenders will be from Bexar, Dallas, and Harris Counties.

Gulf Coast Trades Center (GCTC) is a private, nonprofit organization that began operations in 1971 through a cooperative agreement with the city of Houston (TX), the AFL–CIO, Model Cities, and individuals concerned with the welfare of troubled youth. Activities include an extensive community-based aftercare services program offered throughout the state in lieu of state parole supervision, community-based transitional services for up to 1 year for youth who are relocating to Houston, and vocational training for students in residence at a state secure facility. GCTC is recognized by the U.S. Department of Labor as a Promising and Effective Practices Network (PEPNet) awardee.

Safety-Net is a distance learning network established by the Justice Distance Learning Consortium, composed of the Texas Youth Commission, the New York State Office of Children and Family Services, and the Florida Department of Corrections. Safety-Net offers its members a wide variety of services including satellite-delivered, high-quality video educational programs, professional development for teachers and administrators, opportunities to communicate and collaborate with teachers in similar settings across the country, and access to discussion forums and a range of lesson plans. Through a supplemental grant from the U.S. Department of Education, the satellite education technology is available to corrections departments nationwide. This program is also currently active in New York and Florida.
