Serious and Violent Offender Reentry Initiative Grantees

West Virginia Division of Corrections (Amount: $1,000,288*)

The West Virginia Division of Corrections’ reentry program will include academic and vocational education assessment and opportunities, substance abuse treatment, sex offender treatment, crime victim awareness training, cognitive restructuring, and life skills planning. The program will also include a restorative justice component. Funds will be used to train staff, purchase assessment instruments, and pay overtime wages to parole officers in rural areas where law enforcement officers are not available. The program will target high-risk convicted felons and parolees ages 18–24. Program participation will be monitored by the Unit Team and Parole staff. Consequences for participants’ noncompliance may include graduated sanctions such as loss of privileges, termination from the program, time added to the period of incarceration, and return to a higher level supervision of custody.

West Virginia Division of Juvenile Services (Amount: $998,753*)

The West Virginia Division of Juvenile Services will expand an existing Reentry Court Program currently being implemented in several counties throughout West Virginia. Collaborative partnerships with various local government agencies, community service organizations, and faith-based organizations will be used to provide institutional and community-based transition services to offenders ages 14–21 who are returning to the northeastern region of the state. West Virginia’s Reentry Court Program will provide employment training and assistance, educational training, substance abuse treatment, mental health treatment, medical and dental assistance, community service, community-based incentives, housing assistance, community support services, and intensive case management.
